Cardiff Council – Cycle spending breakdown

I posted a freedom of information request to Cardiff Council last month requesting the following:

“Breakdown of spending on cycling infrastructure over the past 4 years including any detail where possible.”

I had previously asked for road spending, you can see the results of that here

What I received back from the council is quite interesting:

Local Authority TG/STC
(WG funding)
RTSG
(Sewta Funding)
TOTAL
£ 000’s £ 000’s £ 000’s £ 000’s
2009/10  £                 476  £              1,708  £                     –  £   2,184
2010/11  £                 495  £                 452  £                 188  £   1,134
2011/12  £                 293  £                 556  £                 114  £     964
2012/13  £                 450  £              1,185  £                   30  £   1,665

Spending has yoyo’d between £2,184,000 in 2009/10 & just £964,000 in 2011/12. On average spend £1,486,000 per year. To me, this seems like a huge figure- quite comparable to what is spent on roads: £3,641,547 over the same time frame.

So where is it all going?

Well this is where it gets a bit more interesting, the Council gave me this breakdown:

(Note: I added the totals column myself)

Now I don’t know much about the schemes mentioned in the above table- so if anybody knows if this was money well spent (or not)- I would love to hear about it (just comment below). One thing that I find really hard to believe is that Cardiff Council have spent £380,000 on cycle stands. Where? Seriously, where? A standard Sheffield Stand is just £30 ex vat (from here) so I should see 10,000 stands? Obviously there is the cost of fitting them etc, but still I doubt I could count more than 50.

This is interesting. I’ve looked at the latest figures obtained by Plaid Cymru on Welsh Gov cycle spending and guestimated how much each Local Authority could have claimed. As Cardiff’s population is 11.41% of Wales population then a similar percentage of the WG funding for 2014/15 (£11.79m) would mean Cardiff could have got about £1.35m. I wonder if it did?! Also where I live (RCT) a proportional amount of funding would have been £903,119 (7.66% of Wales pop). I can’t think of any schemes other than new Taff Trail signs in this financial year. Can you?
